We need to continue down the path of increasing all types of alternative energy. The federal government has mandated certain milestones for power companies. Additionally, in Feburary 2023, Governor Walz signed the Minnesota Clean Energy Acceleration Act pledging to lower green house gas emissions by mandating a carbon-free electricity standard by 2040. Fortunately, Dakota Electric is ahead of schedule with respect to renewables but there is still lots of work ahead. It is critical that we remain nimble so we can adopt a the right mix of power generation methods to meet the mandates we have before us. When newer technologies present themselves we need to carefully review them before adopting them as solutions.
In the July 27, 2023 Board meeting Board Chair Paul Bakken appointed his buddy and fellow city council woman, Ms. Cindy Fields to Dakota Electric Board Meeting. It was an "ambush" orchestrated by Bakken and five other board members. Bakken deliberately left the appointment off the Agenda for the meeting . Ms. Fields never had to go before the nominating committee. No one else was even considered. This is cronyism which is defined as "...the appointment of friends and associates to positions of authority, without proper regard to their qualifications." See Google's Oxford Languages Dictionary. The resulting uproar triggered by the appointment evidences the dirty aspects of the action. The uproar included multiple newspaper stories, numerous letters to the editor, numerous election complaints, a pluralitity of complaints to the Attorney General, and at least two election hearings. It smeared the reputation of Dakota Electric and cost the company thousands. Case in point, Paul Bakken's spend of $30,000 for a consultant to "fix" the acrimonious atmosphere and distrust amongst the board members . The board is now slower and inefficient. They discuss penalizing the whistleblowers rather than looking at the real problem . And this is only part of the story. Over the past year the board violated state laws, and ran afoul of their own Bylaws and procedures as a matter of course. They hid behind votes and shun transparency. And the worst part --Ms. Fields and the six cronies that voted to appoint her are now the established majority on the Board. Cronyism will live on unless members vote out the cronies in this election and in future elections. Cronyism is dirty politics. Members need send a crystal clear message to the new majority that dirty politics will not be tolerated on the Board of Directors of the Dakota Electric Association.
Two cronies are up for election in 2024--Ms. Cyndee Fields and Mr. Jerry Pittman. Vote them out. The others that voted to appoint Ms. Fields are Paul Bakken, Margaret Schreiner, Bill Middlecamp, Terry Donnelly and Stacey Miller. This will hobble the new majority of cronies.

"I ask Dakota Electric members to vote for Richard Billion in the director election on April 25 (ballots go out April 8).
Richard is knowledgeable, capable and dedicated to upholding democratic principles. Richard is fair, open and honest. He promises to work had to implement board improvements and assure fair rates for everyone. However, he is running against an "incumbent" and history shows that the incumbent almost always wins.
But in this case I have a problem with the way the incumbent became the incumbent in the first place--another reason I'm supporting Richard.
After Director Bill Holton died las December, the Dakota Electric Board declared that his seat would remain vacant until 2024, when it was to be filled by member election, in accordance with the decades long tradition and as provided for in the by-laws. Suddenly, during the July board meeting, without notice or warning, a bare majority of the board reversed course and appointed someone to the vacant board seat--a deely flawed and undemocratic action. This process, while allowed by the bylaws, was in contraction to the previous declarations and didn't provide the opportunity for others to apply.
I think this action smacks of political gamesmanship and should by rejected by the members.
Join me in voting for Richard Billion for Dakota Electric Director in DEA's District 3 (Seat 2) and send a message to the powers that be."
